The outbreak of the novel coronavirus infectious disease (COVID-19) is spreading all over the world and the situation is rapidly worsening as WHO described it as pandemic.
Based on the advisory of Ministry of Education, Culture, Sports, Science and Technology and the current situation, Kyutech requires all the students to observe the following latest instructions when going abroad and returning to Japan.
Kyutech will continue to send out accurate information by e-mail or on the University website, based on the changing situation.
1. To the students planning to go abroad
(1) Restriction to travel to the areas of infectious disease warning level 2-3
Students are not allowed to travel to the countries and regions of the infectious disease warning level 2 (Avoid nonessential travel) and 3 (Avoid all travel) designated by Ministry of Foreign Affairs (MOFA).

All the countries and regions other than those of Level 2-4 has been designated as Level 1: Exercise caution. (As of 10:00, 17 March)
However, the warning level of these countries and regions can be escalated anytime. And some infection cases has been confirmed in the countries and regions of Level 1 and under. It is strongly recommended not to travel abroad for the time being. If you need to travel abroad, exercise increased cautions and report to your supervisor or Student Section of each campus in advance.
(2) Other countries’ restrictions on entry and movement after entry of travelers from Japan and Japanese citizens
Some countries and regions impose restrictions on the entry and the movement after entry of travelers from Japan. If you travel abroad, check the information of the restrictions provided on the MOFA’s webpage. However, the policies are subject to frequent changes and it is advised to acquire the latest information by referring to the official webpage of the visiting countries or inquire to the embassy located in Japan.

2. To the students returning to Japan/entering Japan
(1) Areas subject to entry restriction by Japanese government
The foreign travelers from the following areas are refused to enter Japan for the time being unless under special circumstances.
Any Kyutech international students (both degree seeking and non-degree seeking students) who are not able to enter Japan can consult with the University about timing for enrollment and coming to Japan.

(2) Areas subject to border control by Japanese government
Ministry of Health, Labour and Welfare requests anyone who has boarded an airplane or ships arriving from the following countries and regions* to stay 14 days at a location designated by the quarantine station chief and not to use public transportation in Japan from 9th to 31st of March.
Due to the policy, it is practically impossible for international students from the countries and regions to enter Japan.

China, South Korea, Iceland, Italy, Estonia, Austria, Holland, Greece, Switzerland, Sweden, Spain, Slovakia, Slovenia, Czech, Denmark, Germany, Norway, Hungary, Finland, France, Belgium, Poland, Portugal, Malta, Latvia, Lithuania, Lichtenstein, Luxemburg, Ireland, Andorra, Iran, England, Egypt, Cyprus, Croatia, San Marino, Vatican, Bulgaria, Monaco, Romania
If the border control measure is lifted, it become possible to enter Japan, but you need to follow the policy of Japanese government on the movement restriction after entry such as 14 days self-isolation.
Any Kyutech international students (both degree seeking and non-degree seeking students) can consult with the University about postponement of coming to Japan.
(3) Other countries and regions
For now, there is no restriction by Japanese government on entering/returning to Japan from the countries and regions other than (1) and (2) above.
However, to respond to the situation that COVID-19 is in the phase of pandemic, Kyutech requests all the students who enter/return to Japan from all the other countries and regions, to exercise the following health monitoring and observe movement restriction for 14 days from the day of entering/returning to Japan.
① Health monitoring: Record your body temperature and symptoms on Self-Monitoring Sheet
② Movement restriction: Refrain from going out for non-essential reasons (Attending to classes is allowed)
*You may possibly be requested to stay at home
Please carefully noted to exercise thorough and further infection preventions, such as wearing a mask when you go out (including attending classes), washing hands properly, sanitizing hands and fingers, and cough etiquette.
